Britain and America have secured a landmark commercial pact that will maintain zero import taxes on British medicine exports entering the American market.

Key Provisions of the Accord

Under the terms of the agreement, the UK has pledged to boost funding on medicines through the National Health Service (NHS). This pledge secures that duties on these crucial products will stay at nothing for a duration of three years.

This agreement is in response to recent statements to significantly raise duties on branded pharmaceutical products, with figures discussed as high as one hundred percent.

"This arrangement between the Britain bolsters the international landscape for cutting-edge drugs and introduces much-needed balance to U.S.–U.K. medicine commerce," a release said.

Economic Importance

Pharmaceuticals represent one of the UK's largest goods shipped to the United States, which is by far the largest market for leading companies like GSK and AstraZeneca.

Statistics indicate that in the year prior to last September, the UK sold drugs worth over eleven billion pounds to the US. This amount made up nearly one-fifth of all goods exports in that timeframe.

"This guarantee protects work, increases funding and facilitates the UK to become a worldwide center for medical research," the Business and Trade Secretary commented.

Key NHS Changes

The agreement entails several specific commitments from the United Kingdom:

  • Higher Cost Ceiling: The UK will lift the price threshold at which it considers new treatments to be unaffordable by 25%.
  • Higher Drug Budget: There is a target to raise overall NHS spending on drugs from 0.3 percent of GDP to 0.6% over the coming ten years.
  • Rebate Cap: The amount pharmaceutical firms must return to the NHS to control costs will be capped at 15%. Previously, rebates topped 20%.

Broader Context

The pact comes amid a protracted tension between the drug companies and the ministers over spending levels and NHS adoption.

This friction were exacerbated by arguments that American patients were charged significantly more for the equivalent treatments than patients in the other developed nations.

Over the last 18 months, several large drug company projects in the UK have been paused or scrapped, while major expansions have been announced toward projects in the United States.

A senior figure stated that the NHS needed to spend more on drugs, noting that its spending on drugs had decreased as a proportion of its total funding over the last ten years.
